Congratulations on getting the bike back on the road Mick,
I have no idea why you would have to do that,
I know that Alloy and steel will fuse together over time due to, I think its called Electrolyses. But not sure how one copper washer will help with that, must be for some other reason, :erm:

Maybe it's a 'crush' washer to prevent a leak????? :?

Mick, Please to hear you've got her back on the road, D41 is right about the copper washer, its the only bolt that would leak oil if you don't put it back in its correct position, keep it locked up mate ;)
